Base gravel is crushed rock with all the dust and small chips left in. The pieces run from about 1 1/2 inch down to powder, so when you spread it and pack it, the fines fill the gaps and lock the bigger stones in place. That's why it holds shape under a car or a slab instead of shifting around like loose stone.
You'll hear it called road base, crusher run, or Class 5 depending on where you live. The recipe varies too. Some yards use natural crushed gravel, others mix in crushed limestone or recycled concrete. It's usually the cheapest gravel you can buy, since it's a workhorse product and not a decorative one.

How to choose within base materials gravel
Under pavers or concrete
A crushed base — usually 3/4" minus — compacts to a solid, load-bearing pad. Uniform depth matters as much as the material.
Under a shed or hot tub
Compact 4 to 6 inches of base material. More for anything that will sit long-term.
Driveway base
Crushed limestone or road base underneath, topped with a decorative or wear layer.
