Chip stone is small crushed rock, roughly 1/4 inch to 1/2 inch across, with the dust screened out. The pieces are angular and sharp, so they lock together instead of rolling underfoot. Water runs straight through it, which is why road crews spread it as the top coat of a chip seal driveway. It's the smallest clean stone you'll usually buy by the ton.
The name is literal. It's chips of a bigger rock, screened to a tight size range so every piece is about the same. You'll see it sold as CA-16 in the Midwest, as 3/8 inch clean at a landscape yard, or just "chips" on a delivery ticket. Most of it is limestone or granite, and the price mostly tracks the quarry it came from and how far the truck has to drive.

How to choose within chip stone
Compaction over drainage
Angular pieces lock together. Pick a smaller size when you need the surface to stay put under a driveway or path.
Drainage over compaction
The larger the piece, the more room for water to move through. #1 or #57 for a French drain; #8 or smaller reads as loose gravel.
Washed vs. unwashed
Washed has the dust rinsed out, so it drains faster and won't track into the house. Unwashed compacts harder — better under a paver base.
