Many lawn and stormwater incentives require living plants, but the amount and measurement vary. A program may count plants at installation, estimate mature canopy or spread, require plants per area, or use an approved list. Rock or mulch between plants normally does not replace a living-coverage requirement.
Use the program’s plant list and coverage formula. “Drought tolerant,” “native,” “pollinator,” and “water wise” are not interchangeable unless the rules say they are.
