Fill dirt itself is stable in Commerce’s mild, coastal-influenced climate but can settle and erode if not compacted and protected. Plan for proper drainage (swales, French drains, or slope away from structures) and cap fill with topsoil, gravel, or paving to reduce erosion and ponding.

For a 12x40 ft area, one inch = 1.48 cubic yards (about 1.8 to 2.1 tons). Multiply by desired depth to get totals and add 5-10% for compaction and loss.

Permitting depends on the scale and impact of the work; small, confined fills often do not require permits but grading that affects drainage, public right-of-way, or raises grade substantially can require a permit from the City of Commerce or Los Angeles County.
